Joint Programmes

A joint program is a set of activities contained in a common work plan and related budget, involving two or more UN organizations and (sub-) national partners. The work plan and budget will form part of a joint program document, which will also detail roles and responsibilities of partners in coordinating and managing the joint activities. The joint program document is signed by all participating organizations and (sub-) national partners.

In line with the UN Secretary General’s 2002 agenda to further UN Reform which called for increased joint programming and pooling of resources, to enhance the effectiveness of the United Nation’s system and to ensure the system’s combined resources, a number of measures have been taken.

So far a number of reforms have been introduced to simplify and harmonize programming at the country level, with the aim to improve UN coordination, effectiveness and efficiency in supporting the realization of national goals and outcomes.

In Eritrea, since 2004, five UN agencies namely, UNDP, UNICEF, UNFPA, WFP and UNAIDS are engaged together in addressing six programs. The priority areas where these agencies engaged in are:

  1. Labor survey,
  2. Resettlement of Internally Displaced Persons (IDPs),
  3. MDGs reporting support,
  4. Prevention of HIV/AIDS,
  5. Gender capacity Development and
  6. Nutrition.

Currently, the joint programs use different funding modalities, four of which make use of pooling funding procedure, while the other two use combinations. In addition, as the government of Eritrea and UNCT are pushing for joint programming, seven joint programs are already identified and they are in the pipeline for implementation.
